Dr. Fowler is a Distinguished Teaching Professor Emeritus and the Joe J. King Chair in Engineering Emeritus at the University of Texas at Austin, where he taught courses in structures, materials, concrete repair, and forensic engineering. His research was in the areas of concrete-polymer materials, concrete materials, wood structures, aggregates in concrete, and specialty concretes. He has served as president of the International Congress of Polymers in Concrete, member of the ACI Board, and member and chair of numerous committees in ASCE, ACI, and TRB. He is a member of the National Academy of Engineering and an Honorary Member of ACI.
