Ryan Hilger is an active duty Navy officer, program manager, systems engineer and strategist with nearly two decades of experience leading complex technical programs at the intersection of engineering, security and innovation. He currently serves as a senior program manager overseeing large-scale unmanned and undersea systems portfolios. He has worked extensively across defense acquisition, modeling and simulation, and emerging technology integration. Dr. Hilger has been a Non-Resident Senior Fellow with the Atlantic Council’s Cyber Statecraft Initiative, the chief engineer of a nuclear-powered submarine and an information systems security manager, among other roles. His teaching and research focus on systems thinking, resilience, sociotechnical complexity and practical decision-making in high-stakes environments.
